The EU Cosmetics Directive stipulates that product data have to be kept readily accessible for all cosmetic products which are on the European market. An important part of this product information is the safety assessment of the cosmetic product by a scientist with a diploma in the field of pharmacy, toxicology, medicine, chemistry, food chemistry or a related discipline. Most of the safety data required for this comes from testing of individual ingredients. This includes the overall toxicological profile of the individual ingredients and their chemical structure but also the level of exposure of the user, i.e. the extent of skin contact or the duration of use.
If new ingredients are brought in the market of the raw material manufacturer is responsible for proving their safety. The assessment is based on fundamental toxicological studies that are required by the Chemicals Act. Whether the raw materials are of natural origin or whether the substances are synthetic is irrelevant. Animal testing to prove the safety of finished cosmetic products has long been prohibited. The safety assessment is based mainly on data of the ingredients tested. A broad range of animal testing-free methods can be used to exclude adverse reactions triggered by cosmetic substances. Some of the required tests are determination of the acute toxicity (cytotoxicity), determination of irritation / corrosion (OECD TG 431), determination of percutaneous absorption (OECD TG 428), classification of the phototoxic potential (OEDC TG 432) and assessment of possible eye irritancy (HET/CAM-Test, EpiOcularTM Assay).
